They have a description, so there isn't even a need to go to the wiki.

Stun Gas is: Decreases foe to-hit and offense, Stuns opponents
Shock Grenade is: Reduces foe hit and offense, Deals sonic damage

They both reduce to-hit and offense, though amounts are probably different.
Stun Gas occasionally stuns (about 20% chance) while Shock Grenade deals sonic damage.

I think foe hit is different than foe to-hit. Unless you typo'd.

Dunno if it's his typo or mine, but they're the same.

Players and mobs each have a to-hit, dodge, offense, and defense. If it's got "foe" in front of it, it's the one belonging to the mob. Without foe, it means your abilities.

In this case both reduce your opponent's ability to hit you (to-hit) and also weaken the ferocity of their attack (offense), so that the gadgeteer can grind them down more safely.

I would assume two things:

1) Ryme ain't gonna tell.
2) The higher level skill delevels more.

So Stun gas reduces less to-hit and offense than the Shock Grenade but with the added bonus of possibly stunning?
That would be my guestimate.
