RNG or bug?

I've been wandering round the casino for about half a day waiting to find the back of the casino (to let the VIP drop the swipe card) - still not found it - got enough XP to level up to the bayside quest too.
I spoke to Rand before doing this. I've been running stealth for some of this time too.
Is this a weird bug just affecting me or has anyone else had worse RNG luck than me?
