I am fairly certain that the skills you get in the ZOM-$ places are key.

IIRC that's exactly where you need to execute the right counters. I don't remember what the tells are, or even if they are guaranteed. I also had very high level when I did the quest, so that might have made it easier for me.

Watch the text at the end of each combat round. It will tell you which of ZOMega's special attacks is coming next. I don't remember all of the counters, but here are a few:
If ZOMega readies its Arson Thrower, counter with Bubble Sprayer.
If ZOMega readies its Shooting Shot, use Casting Reel to bring your range to "Close".
If ZOMega readies its Crushing Hand, use Spring Pusher to bring your range to "Distant".
I'm not exactly sure on this one, but I think Crushing Hand counters ZOMega's Bubble Sprayer.
