Question about Unlocking Certain Items from Nocturne

There are several items in Nocturne's Shop which the wiki says are unlocked by completing a run with 10+ mettle, no pulls and a Futility Belt. (Silver minimum)

There are two questions I have about this:

1) What does it mean by "silver minimum?"

2) Will I have to assemble the Futility Belt in-run for it to count? I'm assuming taking one as an heirloom won't work.

If you look at the page for retcon device, you find in a sidebar, among other retcon "types", this (which checks out as a minimum if "no pulls" is required):
Silver
No pulls, all skills, all food, full sidekick

For the retcons, the Futility Belt is a free pull.
So start the run, pull the belt for free, then immediately equip it.
