72%, based off 33 encounters. Dont trust that number. Furthermore, Its not necessary to start quests before using all the squid discs, because having the ability to wear sneakiers could maximize the noncombat rate (rolled doll, garcia, sneakiers, stealth for non-Iotm). ...

That message is there because you're currently catalyzing something. Therefore, you can't start another until the first is finished and it can't show you the catalyze options. Thus - Your catalyzer unit is already busy on another item right now.
