If I were to transmogrify my talisman, would I lose the skill "Heroic Efficiency"?

Nope, that one is safe because it's a quest reward you can't get again.

Wait really? I was pretty sure it listed the skill under permed but currently not available after I transmogrified, then upon reaching level 5 again, Susan refused to give me a new book.

If you're in a restricted run, then even if you transmog your restrictions are still in place.

Also, that question was asked waaay before retcon.

Oh ok. Things must've been quite different then. But why is heroic efficiency considered a restriction if it's obtainable even on maso runs?
