Actually, I thought that neo wasn't the winner because he couldn't have had a blank card to make that one in the first place... I drew 66 at the start of my turn, then use the triple rollover card to draw 67 and 68, which were the last two. And he couldn't have had a blank card actually in his hand because they were all discarded by DG's anti-creativity card.

No, I mean, he couldn't have drawn a card at all, because there are only two cards left in the deck when I played the card which made me draw two cards. So there were no blank cards left for him to draw, is what I mean. Which means he couldn't have had one in his hand to make that.
