If your character is on level 3,is it still possible to do quests for levels 1 and 2?

Yes.

Also: check your journal. It's got reminders for all open quests, and hints for how to pursue them.

Brings this one to mind:
Are there quests that are obtained in the higher levels of a Hero that need to be found in lower-level areas? (ie: we need to go back to easier places again?)

Well, sort of. Mostly with the Clock Zones, but that's more because just about anywhere is going to be weak when you're level 29.
