But I'm at level 12, have completed the "Don't cry for me, Zion-tina", "Go fish, again", and "Trouble in the Wasteland" quests and for some reason, I'm not getting the level 9 quest. I went to the Twilight Police Department and I only get the "Rand isn't there" message. Eh, help?

The level 9 quest has been taken down for a bit while Ryme is revamping it. The finished quest should be available in a little bit for everyone to play through.

Yep, Satan is correct. Generally speaking, if it's listed in an announcement on the front page, it's probably not a bug. :P
