apart from robot city, is there anywhere else you can find electric cables and memory pipes? (or what ever you call it)

No, that's the only place you can find them apart from the auction house or by asking people in chat. You'll find that a lot of people in chat enjoy giving things like that away for free, but I'm not sure how well it works with your screen reading software. Actually, there's another place where you can find data plates, but I believe it's a slightly tougher area than the Lost City.
