I'm not sure if this is a bug or not but it was irritating anyway:

I got the semi-rare encounter in the Triassic Park with the fourth option available but I did some other stuff before clicking and when I did my session had timed out. When I logged back in I still had the non-combat choice adventure but the fourth option was no longer available...

Not really a bug. The special option is rolled each time, and won't remember that through logout. Sorry you missed it, but that "feature" is likely to stay the way it is.

Guessed that was the case. I've already got the item from that particular semi-rare so it's no loss for me

So if someone had time to waste they could wait until after SPOILER time, get the non-combat, and log in and out until they get the 4th option?

Uh, not anymore. Any "return to where you were after a logout" option will track and prevent the special option from showing up.
