I wore 2 costumes at the same time (Groucho and ghost (ghost of Groucho? (I love nested parentheses))) and went to the trainer's. No badge.

Is there a "heart water" in this game?

If there was, you'd have to be able to combine them to get Captain Water! Then maybe you'd find the badge. >_<
