The Mick is who you get to fight when the game goes from beta development to gamma development. Doesn't exist yet, like the note in your journal says. When he exists, he'll be a quest just like all the others.

how many development stages are we going to have? what are we gonna say when players start asking questions from the ū to omega phase?

If the mick is in gamma phase, I'd assume that means /most/ content is now finished. That means the last thing left to do is retconscension and retconscension content. So, most likely, gamma is the second half of the game. Thus Delta would be the final stage for implementation >.>
