I've searched the wiki and the forums for information on detailed game mechanics, but haven't found any. Is this information simply not meant to be public, or does it exist somewhere else?

I'm speaking of things such as how exactly does 'power' affect various items and your character as far as damage, % chance to hit, damage absorption, etc. Same question for STR, REF, INT stats. Is there a monster manual detailing different enemies' stats, is there a difference between melee and ranged weapons against different monsters or with different character stats, etc.

Well, there's the third option, which is we don't know yet.
I know Valera was doing some work a bit back on weapon power, but don't remember if anything came of it. Str, Int, and Ref aren't very important. "Hidden" stats gained with levels do more. Ranged/melee has no difference currently. I don't think there's been much in the way of finding enemy stats.
In conclusion, there's not much that I know of that we have actual numbers on.

You could always go figure it out yourself.
